- People say that Mr Blair spends too little time in Parliament, ignores the Cabinet in making desisions which by effect exploits political patronage in his plans to have four-fifths of the House of Lords appointed.

- To break 100 years of tradition by appointing a non-mandarin to the job would be symbolic by itself but, it would also cause huge controversy among the people.
- The Cabinet Secretary writes the agenda and takes notes at Cabinet meetings, but what makes so powerful is that they can make or break a minister's career with a word in the Prime Minister's ear.
- At a time of international crisis, voters want a leader to be strong and decisive; characteristics that fit a president.
