It this picture, there are men in what look to be special suits designed to keep them safe from what is around them.  They are suspecting the home of a death from the suspected Marburg Virus, which seems to not frighten the local townspeople at all that there potentially is a deadly virus present.

The WHO follows/works by a six-point motto:
-promote health and socioeconomic development
-defend outbreaks of disease by improving health security
-reduce poverty by strengthening health services
-generate health information that can be shared with the public
-collaborate and encourage partnerships between international, nonprofit, and private organizations
-reform and improve the organization's performance and its associated branches/centers

*WHO sponsors measures for the control of epidemics and endemic diseases by promoting mass campaigns involving nationwide vaccination programs, suggesting the use of antibiotics
*WHO encourages the expansion of public health and provides governments with technical advice to long-term national health plans
